Innovation Norway is the Norwegian Government's most important instrument for innovation and development of Norwegian enterprises and industry. Innovation Norway conducts advisory panels when processing large and demanding applications for grants. The panel advises on both the applicant and Innovation Norway on further work with the project. The panel usually consists of three to five people with particular expertise in the technology area, the industry and the market the application concerns. Through the process, Innovation Norway obtains a third-party assessment of the project to ensure the quality of the decision on the application. Note that the panel only gives advice, they do not decide the matter. The final decision is made by Innovation Norway.
