LAA350 - Oppgaveforståelse lecture

Tin holds the lecture, Oppgaveforståelse at LAA350, and marks the first time he is sharing his experiences on the subject matter which usually revolves around the first step in acquiring public procurement of larger urban projects. This lecture is unique, as it is based on Tin’s track record in awarded plan- & design competitions between 2017-2023.

The lecture focuses on the opportunities surrounding public procurement in plan- & design competitions - or LOA - “Lov om offentlig anskaffelser”, which creates the framework for how consultants applies for design- & plan competitions in both tender and proposal. The lecture followed this structure:

  • Tender & LOA - This is a mandatory law forcing any local governments to publicly list any projects they initiate costing more than 1.3 mill. NOK or 100.000 NOK in salaries. The aim is to secure the best proposal of any given site and encourage competition among consultancies.

  • Offer - understand the rules, responding to it and how to strategize accordingly. Here, the real-life tender process of Ibsenbiblioteket was presented, both the successes and failures throughout the process.

  • Delivery - here, approx. 10 examples were presented on how to understand and respond to a tender.

  • Task/co-creation - the students had to critically read a real-life tender and respond to it according to 5 key points. From here, the class co-created an initial draft on key findings on Sarpsborg. The 5 key points were:

  1. Normative statements.

  2. Distinctive statements.

  3. Task understanding/team setup.

  4. Supplement.

  5. Proposal/strategy.

The course LAA350 - Projects in Urban Planning is a 20 ECTS course, focusing on the urban development of the city centre in the medium-sized city Sarpsborg. The course encourages studies of structures, massing and in-between spaces. LAA350 was conceived and previously led by professor Elin Børrud, before her departure this year. The teaching staff consist of Anja Standal, the new course responsible (BYREG), Kathrine Strøm (LA), and Tin Phan (EIEJUSS)
